According to OBS 2019, Azerbaijan has a score of 35 (out of 100), with minimal disclosure info.
The Survey measures public access to budget information, online availability, timeliness, and comprehensiveness of eight key budget documents, using 109 equally weighted indicators and scores each country on a scale of 0 to 100.

Russia - 74 (substantial disclosure)
Kyrgyz Republic - 63 (substantial disclosure)
Ukraine - 63 (substantial disclosure)
Kazakhstan - 58 (limited disclosure)
Mongolia - 56 (limited disclosure)
Afghanistan - 50 (limited disclosure)
Tajikistan - 17 (scant disclosure)
