Legal and Fiscal Frameworks of Extractive Industries

Three day training engaged 27 participants from Azerbaijan, Kazakhstan, Ukraine, Tajikistan, Mongolia and Kyrgyzstan.

The ultimate goal of the course was delivering policy relevant skills to government officials, MPs and parliamentary staff, civil society and media representatives in developing effective legal and fiscal space, contracting, taxation and profit sharing between companies and government.

The training has covered the following topics:

✓ Exploration and license allocation

✓ Contracts

✓ Fiscal Regimes in Extractive Industries

✓ Taxation

The course was delivered by trainers of Natural Resource Governance Institute (NRGI), US and Eurasia Hub.

The Second Day of the training was dedicated to the Fiscal tools in extractive industries. NRGI’s expert from Mongolia Dorjdari Namkhaijantsan started the day with “From Resources to Revenues”

The presentation provoked questions about the local content requirements and distribution of revenues on natural resources between the company and state.

Senior Legal Analyst from NRGI, Amir Shafaie, delivered the session on “Main Fiscal Tools”. The presentations were followed by Q&A session. Thereafter, participants were divided into four groups for Practical Assignment on Fiscal Tools.

Last day of the training was opened by an introductory presentation of Amir Shafaie on Fiscal Regimes in post-boom era. Thereafter session on the Fiscal Modelling and its Structure, was delivered by Dorjdari Namkhaijantsan.

The Concluding session was dedicated into group brainstorming of the representatives from each country on possible improvements into Legal and Fiscal framework in their respective countries. Each country presented the outcome of the discussion, which gave everyone a chance to compare the situation in the countries of the region.

Director of Eurasia Hub Dr Ingilab Ahmadov and trainers Amir Shafaie and Dorjdari Namkhaijantsan awarded the Certificates to the participants at the end of the day.
