Policy Debate on Open Budget Survey 2017

Eurasia Hub has dedicated it’s annual Policy Debate to the results of Open Budget Survey 2017. Representatives of state entities, civil society, international organizations and participants of regional training on Transforming Natural Resource Wealth into Sustainable Prosperity participated at the policy debate, that took place on April 2, 2018 at Khazar University.

Open Budget Survey is a comparative and independent assessment of fiscal transparency, oversight, and participation at the national level. Independent researchers at each country carry out the survey by answering set of questions. The basis of the assessment are eight key documents. Director of Eurasia Hub, Ingilab Ahmadov, introduced OBS and it's key elements. He highlighted the significant improvement in budget transparency processes in Georgia and it’s leading position in the region. Thereafter, Ahmadov talked about the key measures and steps that can be taken in order to improve budget transparency practices in the countries of Eurasia.

Volodymyr Tarnay from Centre Eidos, talked in detail about the performance of Ukraine, key budget documents that Ukraine publishes and introduced challenges and achievements in the recent years. Andrey Alaev, from Financial Research Institute of Ministry of Finance of Russia, explored the position of Russia in the index and highlighted next steps to be taken for improvement of budget transparency and citizen participation in the future. Azer Mehtiyev, Director of Support for Economic Initiatives organization, talked about the reasons of worsened performance of Azerbaijan since 2015. The policy debate was moderated by the director of Entrepreneurship Development Foundation, Sabit Bagirov.
